The station has description with a story about it.

I have a suspicion that this might be a reference to some real person, like community member, but have no proof.

No clue, I guess we would have to speak German and search everything this person posted which may be loosely tied in to the name of the station .. Good luck with google translate.
Or we might get someone who knows pops in.
Probably an Egosoft in house knowledge thing that was memorable in some way.

I've seen that name but found no reason to assume the station is dedicated to him. The name references Ilya Muromets, by the way. Last post was around 2008.

Indeed, and it's such a shame too. I wish ES had done something to prevent the station's destruction. It was a research observatory after all, and its proximity to the stable wormhole anomaly underlined its non-faction-aligned "common good" objectives. It just seems so half-hearted and thoughtless for ES to have bothered including the unique station in X4 at all, only to allow it to be repeatedly destroyed in every playthrough.

Considering that TER purportedly aids ALI when attempting to investigate and reconnect with the lost BOR sectors, it shouldn't have been inconceivable that HOP would tolerate and ignore Ilja's Observation Outpost despite being overtly TEL. In other words, the NPC factions need not be completely mindless in their warmongering.

This is a bummer that it gets blown up by HOP. Even more of a reason to not trade with them. hah.

I thought that there was a status some stations can have that just makes them neutral, so other then Xenon and KHK, everyone just sort of lets them be.

I have save started with 7.0 (still playing 7.10hf3) and Ilja's observatory is still alive after 8d+ playing. In that same sector have few other Teladi stations and also 1 HAT station.
Sector is owned by HOP.
