Uncocooned Question

When starting as the uncocooned, is the blueprint found with the Holy Order or the Godrealm? Or is it random?

I'm not going to use this game start so I'm just curious. I sort of feel that lore wise it makes slightly more sense for the blueprint to be with the Godrealm, especially since in the actual quest the Alliance of the Word is mentioned.
