Will Argon let me have a space fuel in there sector?
Will Teladi let me build a Space weed on there sector?

1. No (the distillery needs to be licenced, ie built, by the Argons to be legal).
2. Yes (the Teladi are happy to see such production in their sectors - but few other races are so tolerant).
