Custom Start p.2 - Is there a script to add buyable ship blueprints?

Another part to what could become a series:

Having started a Custom game without mission plots I would like to be able to buy the blueprints for ships that are only obtainable buy completing such quest, is there a scripts that adds this functionality to my game?
