[script] Universe Explorers v2.4.2 b5 - now with Mk3 Blacklist integration

I modified the Universe explorer script a bit, this was made by 7ate9 and expanded a bit by Hauger.

A new option was added to enable the universe explorers to check the Trade Software Mk3 blacklist for sectors to avoid and leave immediately.
This increases the lifespan of the explorers dramatically (especially if the war sectors are blacklisted)

Only permanently added blacklist sectors are checked.


Additionally an extra option was added to the messaging settings to enable debugging. This way debugging does not require script modifications.

Warning, enabling this option results in serious message spam to your message log, only enable if the explorers are doing something unexplainable and you want to check the cause.

After installation both of these options are disabled so if you actually want to use the blacklist you have to turn it on in the options.

Upgrading from the original 2.4.2 installation to this version is fully supported and no settings will be lost.
