I can't find it anywhere an ecyclopedia doesn't contain any ifo where to buy it.

Goners have it. You can even buy a permanent one, that will allow you to save unlimited number of times.

President's End, the Trading Station. That and the Goner Temple in Elysium of Light were my go to for SI in AP.
There's actually two permanent SI in FL now. The SI Contract costs 40k+ and will deduct the cost of an SI every time you save in open space. The Unlimited SI is 2 million+ and you will never have to pay for SI again.
