Fleet commands are completely bugged

So as i was told sometime ago the Xenon swarm was to force the player to make fleets, so i finally get a few ones and i must say i just don't understand how it is supposed to work if it works at all.

So i set up a fleet leader and asigned ships to it, in the example i have an overtuned Odysseus as leader with a Tern to escort it.
Now for the fleet commands of my Odysseus i have only one single command, call to arm. For the Tern on the other hand i have almost all the commands i have in "combat" but rebranded for the fleet + join up with fleet.
If i do "join up with fleet" the tern will move to the odysseus and escort it forever, it looks like it's working until there is a fight. Cause if the Odysseus is attacked the tern will continue to escort it pacifically and wait for it to be destroyed without ever doing anything.

If i use any of the fleet command of my tern, it will affect only it, and the odysseus will continue to do it's own things and not act as a fleet.

I remember using the fleet commands in AP and it was working just fine, what the hell is going on here?

Is this in-system or OOS? I had to restart a new game and don't have enough ships yet to test and see how the Fleet command works for me.
I took the "give players a reason to use fleets" comment to mean 'own multiple ships' and not specifically to use the Fleet command.

It's OOS and IS both, they are completely messed up.

The comment about the fleet is tied to one of the dev telling us the Xenon invasion thing was to force player to have a huge fleet in end game. My Odysseus/Tern mini fleet was in a sector to welcome the Argon Titans and occasional Xenons coming from interworld and after sometime i got a message my Odysseus was destroyed by a K and to my surprise the Tern was sitting next to the K without attacking it, to i reloaded and watched what was happening and how the fleet command was working. That's why i realized it was all bugged, that the commands were showing in the fleet ships and not in the leader menu and how i noticed to the meet up was messed up.

Now i assigned manually my tern to protect the Odysseus and it works fine, but it defeats the purpose to have a fleet if i have to set each ship's command manually.

I just noticed this behavior in NPC ship groups. The escorts just follow, but don't break formation unless fired on directly. It makes it pretty easy to take out the lead ship without having to deal with rest of the group. I could only picture it being beneficial if the for M7M/M8.
