Hyper speed

Hi big fan of the game. And i am playing sandbox Terran. Do the hyper access gate spawn or are they locked in the game. Restarted the Terran plot a few times and some access points were there then not. Cheers for any help :?: :?:

There is a static amount of hyperspeed access points, but their availability is randomized per game.
