you fly close to a ship (few hundred meters) und press the cargo bay hacker button.
Maybe you have a have to assign a hotkey for this.
then you simply select the cargo you want to steal.

As Linski mentions the first thing to check is if you have a hotkey defined for the Cargo Bay Hacker as in my game it was initially unbound. You'll find it on the "Games"-tab under the "Upgrades"-section.
You'll also need the pre-requisite ship-upgrades/equipments:
* Cargo Bay Hacker
* Freight Scanner
* Transporter device
Then you need to close with the enemy ship or station that you want to rob, the distance will vary depending on the size of your ship and the target but staying closer than 500 meters usually does the trick for me (transfer speeds will also vary depending on how close you get). Once you're close enough hit the hotkey you've defined, after a short delay you should get a menu listing all the goods that can be stolen (this list will also take into account your ship's cargo-capacity and allowed cargo-types).
Pick whatever you'd like from the goods-list but be warned that the odds of being detected increase with:
* the volume of the goods you steal
* their value (after an average value of 10 000 this stops mattering, everything above it gets treated the same)
* their type (lasers being most likely to be detected)
* their cargo-size (with Xl containers being the most likely to be detected).
* whether the goods is a primary or secondary resource (for stations)
* whether or not the factory is currently producing anything (for stations)
* whether or not your theft would clean out this ware entirely and leave the target with nothing left of that goods (for both ships and stations I think)
* whether or not the target is a xenon (practically impossible to steal from)
* whether or not the target is hostile to you (theoretically possible to steal from but good luck with that)
(also be careful when stealing goods from people who do so for a living...)
