From what I could figure out, when you save a loadout, the "Other" option means if you want to save cargobay/engine/rudder ammount.
The problem is, using "Apply loadout" does not apply cargo/engine/rudder tunings.
When selecting a ship and configuring the "Save Loadout" options, setting Others to yes does not change the ship speed/handling that is shown on the top right.

However, if you put Other to Yes and save the Loadout, when you go to apply it there is a clear change in the ship speed/handling on the top right when you cycle back and forth from Yes to No(indicating that the engine/rudder have indeed been saved to loadout). And also notice the loadout total price does not change though.

And finally if you apply the loadout, the engine/rudder/cargo tunings are not applied.
Unless I am misunderstanding how the mechanics are supposed to work again, I think maybe it's a bug.
Running FL 1.0 vanilla.

Engine/rudder tunings wont apply in my game too.
