So, we could set an item as tradable, and it would be bought only if it's is below minimal amount and would be sold only if it's above maximal amount. Which allow you to maintain the set amount of wares on the station. I think this is fine, but hardly useful. If you produce something - most likely you will not need to buy it. The only feasible scenario I could imagine is when you produce some amount of goods and use them for your fleet, like rockets. You want to make sure you always have enough, but in case you overproduce - you wanna sell excess.
On the other hand if stations were buy below maximum and sell above minimum, it would make more sense. First of all it just feel more natural for ships with order to buy something to stop buying when they reach limit, not to start when required wares are already below minimum, but it's maybe only my feelings. But more importantly it would make early game automated trading possible: one ship would buy wares for the station, and another one would sell them from the station. It's possible that developers are considering such trading too powerful, but frankly I would do it even for no profit just to keep surrounding economy alive till reaching self sufficiency. Or maybe it was just overlooked during development.

The minimum and maximum values are the storage amounts
The station will only allow selling wares above the minimum values.
This allows you to keep a certain amount of stock available for when you need it, like for resupply
The maximum value is only on the HQ, and sets the maximum storage capacity for each ware. As the HQ storage is shared across all wares unlike other stations

Well then it seems to be a bug. Because right now it seems HQ selling the wares only above maximum, while you say it should sell above minimum (like any other stations). At least if we speak about our own automated ships, so it may be a mistake in the selling script. I personally found it while trying to set up selling from HQ with MK1-MK2 software.
I didn't know if I would face later in the game other stations with such functionality as HQ or not so I used the term station instead of HQ.
