Looks like FL have pumped up Xenon activity in the known universe. I see them often even in distant sectors far away from xenon space.

I think it has something to do with where your hub is connected. I did a playthrough where I opened the gate to the pirate sectors and they were absolutely everywhere because of the close proximity to xenon sector 101 to the hub. The universe does seem a lot more dangerous though for sure.
