[FIX][FL-536][BUG] Massive ship and beacon spam spawn -fixed in a upcoming build

No bug forum, but having an issue where ships of a certain race seem to overpopulate.

Terran numbers in Saturn are massive.

This is a small glimpse of the problem.
TC, AP and FL are all Unmodifed. Got a New Computer and since I knew FL was coming, I never even bothered installed a mod on them.
Save can be provided if wanted.

Damn... My new spec is having over 144fps or more in just about any scenario so far, can't wait to see how low it will go when I have my fleet fight there lol.

I see many Xenons. They are everywhere. Even in sectors far away from Xenon spaces. :roll:
X fanatic. More of an X3 fanatic.
What about X4? Nah, I prefer a space simulator rather than a walking simulator.
