Started a new Terran cadet playthrough, worked my way to the Terran Xenon War Room. Mira Nakano's clothing is completely invisible, only showing her hands and face. Other people weren't affected.
(Un)fortunately, A restart of the game fixed it and I wasn't able to reproduce it.

Sorry not trying to be a "+1" here, but I too noticed this issue on a different NPC that was also restored on a reload, so I don't think it's just your machine here.

What would prevent your post from being a "+1" would be if you provided your DXDiag, so that we could see whether your systems had anything in common.

I've had this problem before (Though temporarily)
This is the result of the texture failing to load into memory.
I was going to do a post "Argon vendor with no clothes shows me her goods!" but was unable to get her vendor inventory open in time for the screen shot before the texture loaded. I wasn't able to reproduce.
