Can my non-gaming monitor handle X4 Foundations?

Can my non-gaming monitor handle X4 Foundations?
Is the 5ms GtG good enough for X4, or do I need it to be 1ms?

Yes, as long as it is identified by the operating system and graphic drivers as a valid display out.

X4 usually struggles to consistently achieve high refresh rates, as such faster pixel response time might not help motion clarity that much. That said decent modern IPS displays are good enough with response times that even at higher refresh rates and motion speeds the image still remains sharp and clear.

I would suggest avoiding most VA panels due to motion blur, and TN panels due to their poor colour and brightness but generally a decent IPS should display most games very well, even if the game is motion orientated.

Don't worry.

The longer you play and the more assets you get, the more your framerates go down. This is just the natural consequence for this sort of game. So this game will definitely not overload your monitor or anything.

Rather than your monitor specs I'd be interested in your computer specs (CPU, graphics card, RAM, operating system).
Monitor specs are usually (though not always) rather irrelevant. As long as your monitor is recognized as an output device for your graphics card, it should work.
