[4.20 +all DLCs, English][BUG] Contact Person for Guild Mission not on Station

I am currently playing the "Terran Cadet" start.
The Contact Person for the Guild Mission "Terran vs. Xenon" (Huiliang Chang) can't be found on the station, where he/she should be. The guidance leads me to a station, where i dock. After unboarding my ship the guidance disappears. Maybe i am completely missing something, but i really haven't found any workarounds for this problem.

That's probably this issue if there are are rooms missing from the station transporter options and that one has a fix coming.
