Signal Data Leaks are not working at all

Signal Data Leaks are not working at all, I started a new game, but I cannot scan any Data leaks, they just don't work so I cannot access to the HQ first mission. I tried with different ships and nothing, I tried on various stations of many races and nothing, I keep flying around the data leaks and it never decodes the communication… they are just not working. I started a new game using the Custom Game Editor (Budgeted)

They are working just fine in my 4.20 vanilla game. Have you verified your game installation recently, or is it perhaps modified?
