terraforming (training) no option to create group trainee

i can only set up individual trainee (by using comm, --> work somewhere else --> HQ ---> individual trainee, . but for groups there is no option.

i tried to ask in general to see if someone figure it out but after 2 or 3 days, no one seems to know the answer.

For group trainees, I've always used the exchange crew option with a ship and my headquarters. I don't recall there being any option to assign individual persons as you describe. Maybe there should be?
