Copy PHQ build plan bug

you can copy the PHQ build plan to overwrite another station's buildplan. while you cannot hit confirm to actually build the station, it's still annoying to have to press "Cancel Module Changes" before continuing. you need to be terraforming a planet to achieve this, steps are as follows

1. open the build planner for the HQ,
2. change to terraforming menu via button on the right side
3. select map from top menu
4. open build menu of a station other than HQ
