In unclaimed sectors you do not have to pay for claiming a plot / building space.
In sectors of "normal" factions you should pay for claiming a plot / building space.
In Xenon sector it displays (1) the costs as if this is a normal sector, however it probably just show zero credits as in unclaimed sector.
It seems to be only an UI issue as i (this is correct) can't or don't have to claim the site afterwards as shown in the second screenshot
