Bug : 4.1 Cops

i have incessant irrtating officers pulling over the same ship every 4-5 mins in argon prime, i built the station there and it is now pretty much fubar because 1) the mining crews are not mining, and 2) the cops wont stop harrassing the transporters. litterally watch every few mins they pull them over
