Problem with the proper detection of the graphics card

I have a problem launching the game. More precisely, the problem is the correct detection of the graphics card.

Laptop ASUS TFU
Ryzen 5 3550H with Vega 8
GF 1650 Mobile
Windows 10 and Windows 11

When I start the game, the following window appears:

When I turn off the AMD card in the device manager and then turn it on, the game starts. Subsequent starts of the game do not have this problem. Until the power plan is set to save power (GF card is disabled), e.g. on battery operation. After reconnecting to power, the power plan sets to preformance and the GeForce card is turned on again. And the problem comes back.
The problem also returns after each system update. It comes with Windows 10 and 11.

I tried to fix a problem suggested on steam - adding '-gpu: 2' or '-gpu: 1' to the game's launch shortcut. It does not work.
Anyone have similar problems?
Laptop ASUS | Ryzen 5 3550H | 16GB RAM | Nvidia GTX1650 - X4 works fine... until you have a huge fleet and lots of stations :)
