Map is displayed horizontally under certain circumstances - Reproducible

When I'm not in control of the ship, the map is displayed horizontally flat. Also, I can't
toggle the display mode.

Here are the steps to reproduce.

It is not a bug.
The mode in which the radar is displayed at (orthoraphic/perspective) can be toggled via ctrl+m.
If ctrl+m doesnt do anything, take a look at your keymap and see what is mapped to the function "toggle radar mode " in control -> misc.

Here are the steps to reproduce and compare the radar. Do this:
- Go inside a small or medium ship and sit in the pilot's chair.
- Change the radar mode to 3D View with the "Toggle Radar Mode" key (note that it's not the Top View) and leave the pilot's chair.
- Have nothing selected and activate the "External View".
The radar is broken (the radar will not be broken if you do this when the radar mode is in Top View mode) and you can not change the radar mode with the "Toggle Radar Mode" key. Now, do this:
- Still in "External View", select something and activate the "External Target View".
Now the radar works but you still can not change the radar mode. Next, do this:
- Activate the "Standard View" mode and leave the ship in your spacesuit.
Now the radar works and you also can toggle the radar mode. Same as when you are piloting a ship yourself.
