[2.60] Deadlocked Auxiliary Ships

Auxiliary ships on automatic resupply duty can deadlock if a capital ship attempts a resupply that the auxiliary ship doesn't have enough materials for. The cause is that auxiliary ships don't broadcast trade offers and I think can't even trade while a capital ship is docked with them.

The capital ship won't leave since it's resupply can't complete with missing materials, but the auxiliary ship can't get any more materials because it's got a capital ship docked. The only way out is to manually put the aux on hold and wait and then manually cancel and undock all capital ships attempting to resupply at that aux.

This is exacerbated by cap ship undocking behaviour from auxiliary ships, they will regularly fly well over 100km away on basespeed before the undock command resolves.
A related issue is that it is possible to have loadouts that cannot reliably resupply from aux ships at all, since a full resupply requires more resources than the aux can carry. For example a full missile odyssey with heavy swarm missiles requires 6800 missile components, while all aux only carry <3000


Auxiliary ships should be able to broadcasting trade offers and get new materials while a capital ship is docked with them. In addition, resupplies should be able to complete partially, i.e. if a ship wants to reload 200 missiles, but the aux only has materials for 100, the ship should still reload the 100 the aux has materials for.


To recreate, put an aux without any materials on automatic resupply for a fleet with a capital ship that requires a resupply. If the cap ship goes to the aux before traders deliver material, it will deadlock.

ships should not even attempt to dock and resupply if there is none of the wares needed or just use what the aux has, when the aux fills up again then the ships get resupply command

and that undocking thing is super annoying just like Ls undocking in OOS
Fixed ships getting spawned away from ship configuration menu at resupply ships from automatically getting deployables.
