There may actually be two bugs to this depending on how things are supposed to work.
1. The resources required for turrets on any given module disappear the second that module is assigned to be the next to be worked on. This happens whether or not the module starts being constructed.
2. If you build a module to completion and then go back and add turrets later they will not be constructed.
There are some considerations for number 2. If you are building a new module along with adding turrets to an existing module they will show up and be properly constructed. If you build a new module after adding turrets the turrets that should have been created previously will show up after that new module is created.

I'm on the most recent official build (1.32 I think?) and can confirm that this is still an issue.
I accepted a mission to build a defense station and not a single turret was built on the defense modules.
They exist in the plan mode and are even visible there, but do not exist in "reality" and the game does not recognize the station as defense station.

As a work around you can rotate the modules in order to force them to rebuild, what is happening is that certain materials aren't making it to the station before it is finished being constructed. If all the materials arrive prior to completion then the turrets will get properly built. I think it's an issue with the way the game treats turrets in the build process.
