My gas collector drones are apparently running illegal wares?

I've been having a rather nasty issue with my gas miner in the Oort cloud where the Terran police will scan a gas drone then immediately go red. WTF?? Anybody have ANY idea what's going on here? My miner is not picking up anything other than Methane as far as I can tell.

Maybe scanning a drone has a similar effect to the 'flee' setting because compliance is not even an option it has? I suspect scanning drones is not intended behaviour.

@ OP: Please link a vanilla save showing the issue in progress and the devs can then check into it.
