"Response to Attack: Use Judgement" not factoring in multiple attackers

As the title suggests, if setting "Response to Attack" to "Use Judgement" seems to not factor in the presence of multiple attackers, which results in M/S civilian ships engaging in combat with M Kha'ak attackers (which is OK-ish per se). Problem is then if attackers accumulate, the ship will keep attacking the original attacker, unavoidingly resulting in the death of the civilian ship.
Expected Behaviour would be that the civilian M/S ship would flee multiple attackers. Maybe they should reevaluate every so often if their response should change if set to "Use judgement", so that they can decide to flee if the threat grows too strong to overcome
