[1.50] [Bug/Oversight] Transport NPC impossible to complete if onboard too big ship

English, steam beta, not modified save in any way. Started on 1.32, then moved on to beta branch.

If you ask a transportee to board your too-big-to-land-on-target-ship ship, e.g.: an M ship, with the target ship being also an M, you cannot get them to move to a suitably small ship. They just close their comm channel if contacted, and will remain locking up a crew space until you abort the mission.

Reproduction:
1. wait for a transport mission that targets a ship
2. check the size of the target ship
3. get the NPC aboard a ship of the same size
+1: for the kicks, dock smaller ship(s) onto your ship
4. be forced to abort the mission.

Possible solutions I can see:
1. Make it possible to ask the NPC to board another (docked) ship.
2. Make them check for ship size, similar to how they check if it's full or not.
3. Disable missions that ask you to take NPCs onto ships.

I think #1 would be preferred, though the more complex solution, and #3 should be avoided, and #2 would be a good stop-gap.
