can you emp and scan construction bay?
im trying without success for some time now
i just want to know if its just extremely difficult to get the blueprint out of this OR you are actually forced to buy them from the rappresentative

You will need to buy the BPs as there is no research in the PHQ to unlock ship construction/maintenance module hacking. It's probably an attempt to prevent players getting too advanced too soon in-game and so spoiling vanilla gameplay progression.
