Do you know what all those nameless ships are? There's no ship production, even though I have the resources.
When I start a ship production, it begins immediately.
If I delete the entire list, sometimes the construction of a ship starts.

Possibly ships ordered with surface elements that you don't have the blueprints for? Another possibility is that the station has insufficient construction drones? Just theories.
