Terran building Universal ships

Hello,
I started the game as Terrran, but have upped the rep with other faction to above 20, and I also bought the blueprints for ARG ships and equipment.
However, for the life of me, I can't figure how to set up my wharf to produce ships with universal equipment, for instance not trying to build ARG ships with TER shields. I don't believe factions would order ships with TER shields?
Basically, I am having troubles building wharfs that will sell ships to other factions, to simplify my question.
