Each adds some amount of non-stacking with multiple copies workforce growth rate to the station they are built on. As such you ideally want 1 of each on each of your stations for maximum workforce growth rate.
Do you need more workforce growth rate? The amount they add is quite small compared with the base bonus you get if you built your station in a sector with a populated planet. Like wise, very large stations end up with a huge bonus from the number of habitats that renders the welfare bonus insignificant in the long run. Where they benefit the most is small stations built in sectors without populated planets as they allow the workforce to fill much faster.

I find they are a good bonus to work force on Shipyards and Wharfs, where with each ship sold you will lose some workforce to crew the ships built.
Didn't realise they would be good on smaller stations though where there is an un-populated planet.
