I was wondering, is there no command for a minor ship to call for help if it is attacked, within a radius of 0 to 1 sector or more? then assign some combat ships could rescue him?

No it needs to have subordinate ships to defend it (Fleet).

There is a MOD called Reaction force for this.
In vanilla, only npc faction has this ability.
