Why do station subordinates load wares before they locate a buyer?

I've been watching a station of mine that sells hull parts and claytronics, and it seems to have fewer buyers for claytronics but constant demand for hull parts—yet its 4 mercury vanguard subordinates seem to wander around 'searching for trades' with claytronics in their hold. When they need to sell hull parts they can't carry a full load of them now because they're holding claytronics.

Am I missing something here? This seems like a terrible system. If they don't have a buyer they should not withdraw wares. If they lose the buyer and can't find another they should load them back into the station.


edit: it also occurs to me that they will level slower doing this, because their cargo does not empty when they sell hull parts if they also have something like 169 claytronics in there.
