Yes, maybe.
Factions have predefined "jobs". A job can be a single ship, like trader, or a fleet, e.g. one of the Xenon jobs has one I, two K, and some escorts.
Factions have quota, how many copies of some job they can build. One quota on how many in total in the whole galaxy, and another on how many jobs in one sector.
Some jobs are limited by the galaxy quota; the number of jobs is same no matter how many sectors they have. For example, TER seems to pack all their patrol fleets to the sectors that they still have (not many). They probably would not get more, even if they could get more sectors.
Some jobs are limited by the sector quota; faction can build more of those fleets, if they get more sectors (until they hit the galaxy quota).
Which factions, which jobs, and what quotas? Don't know.

and another question
i want to boost the terran economy a bit (they need a lot of silicon)
at the start i used miners with advanced automining to get silicon to the ai com sub factories
that word pretty fine, but it was a bit annoying having so much ship in the property , so i decided to build a trading station with containers and assign the miners to that complex and then some transport ships to sell the stuff
and there is my problem now, my mining ships are working fine (buy order is only with my faction), but the traders wont sell anything, i put a sell offer for ore and silicon, and manually changed the price as low as i can and trade rule is trade with anything but not with me (so the ships wont sell to my other stations)
but yeah that wont do anything, just tell me there is no offer and in the same sector is a station who would buy ore
anyone has a idea why they are lazy?

Yes the AI will build more ships based on the number of sectors that they own
They will not build more wharfs/shipyards, only if one gets destroyed will they build another to replace it
Also empires losing access to raw materials will get weaker and will have to rely on trade if they completely lose access to a raw material such as methane

Right now (4.10) factions can't conquer sectors, because Destroyers are bugged OOS. The only way a faction could conquer a sector would be when you are near the combat the whole time.
I've seen a Tokyo Carrier ( and their subordinates of S-Fighters) attacking a small ANT station and dropping it to 50%, that was the closest to Destroying a station OOS since 4.10 b5.

Sadly it's kind of the opposite.
There's pretty much a hard limit to how big factions grow in the faction logic, so the more space they own the more spread thin they are. As long as they have access to sufficient resources for production having less sectors is actually an advantage for AI factions right now.

Nobody gets weaker. Some factions get more some of their jobs when they get more sectors, but all of their jobs do not "scale out".

If you read the jobs file…
Example:
Quota Galaxy =“10” Sector =“1”
Galaxy is the number of allowed jobs in the galaxy up to double that number… so we can have a max of 20 jobs operating in the galaxy… so we need 20 sectors to max these jobs out
Sector means they can only have 1 job active per sector
So more sectors = more likely to fill the quota
And less sectors = less likely to fill the quota
Yes there is a theoretical “hard cap” but the jobs do rubber band out based on how strong they are
