Custom Game starts / Highway removal?

Hi,

Just toying with the custom game start and noticed it has the option to remove highways and linear highways....am i reading this correctly and what is the difference ?

You have the option to remove the main highway ring that traverses multiple sectors, and you have the option to remove the shorter stretches of highways within sectors.
