Pilots with 3 stars keep saying Sorry, I'm Busy Right Now

I am trying to hire a pilot in a bar with 3 stars. Every time I try to hire a 3 star pilot I get a message Sorry I'm Busy Right Now. Is there something I need to do to hire them? I have plenty of credits

Yeah, I've been wondering what these 'captains' were all about, too.

Did you do a mission for someone on that station recently? That individual could be the mission giver and they are always "busy" even after the job is done.

I don't think you can hire anyone with a captain title. I assume its because they already captain a ship for another organization. I might follow one around some time to see if they ever get on "their" ship.

Yeah, I'm not sure what the story is on those people. There's some that offer missions but, since beta started, some have been showing up that are just there. Maybe they were going to offer Venture missions or some such?

But, to the original topic, three star pilots for hire are very rare and expensive (especially if they have not-abysmal morale). It's easier to find a two star pilot's manual in the mission selection.

Can be pirate quest givers too. You know, the missions you get from scanning a data leak.
