Where to get 3 star seminars?

I've got missions giving me tons of 2 star and 4 star but where do 3 star come from?

The only time I have seen them, they were part of the rewards for a mission.

This, and yes, they seem rare. The Advanced (aka 4-star) seminars are not common either.

For rewards for missions, getting to 10 rep might help. I have found Teladi and Segaris Pioneers a good source.

Teladi and ANT Guild missions are the best source. You can often get 'Fatal Attraction' missions (that have only 1 part, not multi part missions) that reward 3 and 4 star seminars.

Are seminars and experience the only way to train staff? Can I not build a school module on my HQ?
