Any way to get bounties in Hatikvah's Choice I?

I've been doing quite a lot of fighting in this sector, mostly around the Xenon gates, and just wondering if there is any way to get bounty rewards here if you aren't close their stations.

To my knowledge, HAT doesn't have a police license, correct? Is there any way to get a similar thing for HAT?
