Loadouts aren't as fixed as you seem to think. If you define a fixed loadout, then yes, it will just use that; that's the whole point of that system. But if you just set level and variation attributes instead, then there will be much more variety. :)

Sorry to say this, but the vanilla loadoutsystem has many flaws that could all be fixed with a list of loadouts and weights for each ship.
Just to name some examples that are not possible with the current system
  • Symmetric turret loadouts. Often ships have one weapon type on the left side and another on the right side which looks and feels odd. No player would build a ship like that. (Maybe you could do something like symmetry tags for weapons, but as far as I know, all turrerts lack this tag)
  • Any kind of special loadout like mostly missiles with special missile (for example a swarm missile boat or a torpedo boat), artillery ships with only long range turrets, anti fighter frigates with only anti fighter weapons
  • Flagships or any kind of extra strong ship that uses only the highest tier weapons/shields and engines/thrusters
  • Race specific loadouts, for example let argons use mainly flak cannons while teladi have civs and paranid lasers or something like that. Right now they all pick randomly from all of their available weapons without a weight or so
  • get rid of empty turret slots for combat vessels
  • get rid of AI mostly picking the most expensive weapon/turret what makes no sense in my opinion (some ppl complained why the plasma artillery from my wapon pack mod is used so often by the AI and all I can say is its because its more expensive than the others and that the vanilla loadoutsystem prefers more expensive weapons)
I dont understand why the system that is already integrated with the default loadout system has not been expanded to use multiple loadouts with weights (I mean the main nodes name is already "loadouts"). It feels so close to be able to be perfect and then suddenly Egosoft stops developing it and just puts the vanilla loadoutsystem over it which lacks many cool options the game could profit a lot from. Seriously, no generic loadoutsystem will ever be so creative like hand made loadouts.

The system could even be expanded by defining paintjobs to loadouts so you could make flagships use special paintjobs.
