Hi, currently back on doing my Xenon tests.
What would happen in the long run if you help the Xenon's Wharf & Shipyard?
Currently in my 9th hours of gameplay session. Had to use some hacks to set this up, no MODs involved.

By the way, this proves you can trade with Xenons if your reputation is right.
Don't know how long I will be testing this.

At least what I know about xenons, is ; Xenons s childrens love pizza. I landed recently in a medium xenons s wharf, and the local voice in, said to the local population, so xenons, to take care about their childrens. Walking farer I saw advertising about pizza on a wall. My deduction, is xenons s childrens are fond of pizza.

1) raise my reputation to 30 with Xenon so they would be friendly (savegame reputation = 1 for highest, = -1 for lowest)
2) sent my own building ship there to build my station (hacked the savedgame file to have the building storage full of all its needed materials)
3) have mining ships with Sector mining to feed all Xenon stations with ore and silicon
4) set my shipyard trading rule to do business with me and Xenon only
5) filled my Wharf/Shipyard with tons of materials (hacked the savedgame file) note: there is a limit to how many you can put in vs how many storage you have resulting in you loosing just about every storage unit when game starts
However, I stopped doing this test because Xenon were not into building more ships even when all their station cargos were full and I was supplying them with my own Wharf/shipyard to build.
I decided to do this test with Split instead. Same setting.

It is my understanding that each faction has a hard limit on how many ships they will build so I doubt you will see what your hoping to see. The mod description and setup notes on the FOCW (Foundations of Conquest and War) mod explain this to some degree. The mod actually provides a way for people to change the number and types of quotas for ships that a faction will built to. As far as I know this is the only way to get any faction to build more ships.
Also of note, just because the faction can build more ships, doesn't mean they will though your method of helping them should mean that they can actually reach their max number of quotas.
By the way, I am sure that one of the reason that each faction has a hard cap on the number of ships that they can build has to do with performance. The game will crawl to a stop if there are too many ships in your galaxy.

One faction have not this limit ; Player.
Outside OOS prb xenons have in current version, they also suffer of under armed ships. Xenons shipyards have also a very low stock capacity. about stuff only shields are descents, if we except the Medium impulse turret which is probably one of the best in unmodded X4. Xenons ships may be cheap to build but they are forbiden to use this advantage.
Xenons at X4 had never been a threat, but at best a nuisance.
