Foundations of an Empire - Special BluePrint

has anyone done this on 4.0
I have built all other pre-requisites but just need the special blueprint.
I haven't received any instructions on how to acquire the special Blueprints?

Been doing that mission recently in my 4.0 game. You should be able to the Faction Capital blueprint from either the HOP or PAR faction rep. Don't think it was on the standard list with the other station blueprints, if I recall correctly it was a separate conversation option (& a bloody expensive one at that).

Not in a million years did I think this would simply be purchased.
I thought I would have to do a mini plot or something to unlock it first.
