Question about setting wares to illegal in your own sectors

So I have a curious question. If you make hull parts illegal in your sector, can your own ships transport hull parts though your sector or will your police stop them and have them drop their cargo as well?

I believe your own police are supposed to leave you alone. viewtopic.php?f=146&t=431857&hilit=police Look at the 6th post.

EDIT: Ok, turns out that was an old thread. I just remembered reading about your question before. Don't know if the information is current or not.

Don't use it or the police command. It's buggy as heck and will cause your ships to randomly shoot allies.

Well that sucks. My plan was to make all raw materials illegal to prevent other factions from pillaging my finite resources in the territories I control. I guess I keep looking for a way to make territory control meaningful but keep coming up short.
