Near the end of the Part 1 (Trade) video, there's mention of establishing your own black marketer on stations; how does one do that? Is it still the old method of getting access as a mission reward, or is there some other way that I haven't been able to figure out yet?

It's (currently) still the old method unfortunately: An uncommon chance when scanning signal leaks, to get offered a mission to bring an illegal good to the mission giver. When doing that, it permanently unlocks a black marketeer for that station (who will move to another station in system if his/her station is destroyed).
