Thanks for confirming. Fix on the way.
To be clear, the only case I've identified is where a ship starts out with no weapons and no turrets, then weapons or turrets are later added to them. Will keep an eye on this thread in case any more cases pop up.

Anyone having this issue on their Raptors? Every single M is flack and murders them in sector. Second I go out they seem to do nothing at all...

Ohh Just saw this message.... This would make sense as raptors too expensive / not enough parts to fit them so I always get them done at the equipment dock. Same with my rattlesnakes that also seem to have the issue.

I outfit them at Free Families equipment docks instead.
The Buffalo that had no issues had bolt turrets on it instead of flak, so I suspect I built it fully equipped.
I can't confirm 100% though as I didn't have a testing environment ready to recreate the steps.

In this save, the behemoth (Kazukos Entdeckung / Grand Exchange I) has the same problem. I boarded them from SCA so I didn't buy them without turrents.

Might be possible? You could try searching your save for every instance where $FiringRange is 0 and change it to 7000 or something (7km) and see what happens. Just back up the save first, obviously!
The line you'd be looking for:

Yeah none my value's are 0 but they for sure don't do anything when I'm not in the sector.. I will have to find something very repeatable and save it. Wonder if reloading might fix it too...

Yesterday noticed during testing. I gave the behemoth the order to attack the shield factory to the left of the HQ. The ship flew to the station but did not attack her. Can confirm in my case that two newly ordered destroyers (Behemoth in Argon Prime and Odysseus in Trinity Sanctum; both just quickly bought w/ high preset option and send to defend position) do indeed OOS damage. Looks like the fix might help me. (yeah!)

Different case. Problem here is ordering your ships to attack targets that aren't hostile yet. Looks like it's caused by being stricter about enforcing relations for attacking ships. However, your ship's fine. Should do damage to enemy ships.

Could someone tell me if I'm also being effected by this or something else? I did the suggestion of searching for 0 value in save no lucky... My 2 Rattles, 1 Raptor, and Builder all had turrets put on after and all them don't fight a single thing:

I buy all my ships without weapons and turrets and outfit them on a different station... This explains why I lost 3 Argon destroyers to 1 Xenon K in OOS combat lol... I hope this fix is coming soon...

My bad! Gave you the incorrect line to look for. The "value" attribute will only show up if it's non-zero. Try this searching for this line instead:

<value name="$FiringRange" type="length"/>
So in your case, only change capital ships. You'll know the ship type by looking at the script name a couple of lines above $FiringRange. The script for capital ships (L/XL) is called "fight.attack.object.capital".
For ships with L Split plasma turrets, change $FiringRange to:
