I've been relying on the Bulleting Board for my missions exlusively. It was not until I started wondering why I cant find the mk5 missions that I noticed that it only lists few types of missions available to the player.
Once I started manually circling the stations and "scanning" the nodes with missions, I noticed all kinds of old missions started appearing on the board - "Anti smuggler operations", "Hacking specialist wanted", "Medical emergency", "Prison break"... basically all kinds of interesting rewarding missions besides the boring Patrol/Protect mission I used to find. I never once saw the mk5 mission in the board but after looking manually, I found one within minutes of starting (unfortunately the wrong one).
So, is this a bug or a feature? I thought the point of the bulletin board was to stop us from having to manually scan mission offers? Is it counter balanced by only showing "bad" missions or is this a bug?
Is Bulletin Board not showing all station missions a bug or a feature?

The BBS does show DLC-progression missions (jump drive and explore DLC system, etc) but the Mk5 item hunt missions do seem to need to be found on stations. The good news is that they are not that rare (as long as you do not already have that one in progress obviously).
I think I recall a dev once saying that this was intentional and that there needed to be some station scanning for these special missions while the BBS allowed for continued routine money-making opportunities without the previous search drudgery and helped to prompt new DLC stuff too.
