[4.00] flee mechanic bug(s)

Among the many other observations on this new survival system, the effect on ships when in a trade or transfer of some kind seems to be bugged in at least one way.

Had a trader flee and continue a trade from 20k or so away from the station. I just kept tabs on the hostile ships (which fled also) and waited.

I was OOZ but there was drone activity and the trade did finally finish.

It seems that if the flee mechanic can create this sort of condition that it would be better if the ship broke off the trade and resumed it only after redocking with the station or ship.
