Im looking for a certain tool

Back when i was playing X-Tended for TC I thought bullet speeds were too slow and wanted to change them a bit and someone gave me a link to a tool that explores/edits cat/dat files if im not mistaken ...

Now i need a way to access cat/dat files again, can anyone point me into the right direction?
