About
I didn't like that I could not finely control ship speed with the mousewheel, so I created this mod which changes the mousewheel and the accelerate/decelerate keys to change ship speed by 5% instead of 20%.
If you want to change the value, simply open the parameters.xml file and adapt the value to whatever you want.

Please be aware that you might have to create an account on the Nexus to download NESA. Creating an account is totally free (simply don't check any checkbox during the first step and click "Create Account"), even though you are presented with a choice of support plans (which I encourage you to do, since the site is great and deserves your support).
Installation
Extract and copy the "BetterSpeedControl" folder to the "Steam\steamapps\common\X Rebirth\extensions" folder (create the extensions folder if you don't have it already).
Compatibility
This mod is compatible with all other mods that don't also change the mousewheel/accelerate/decelerate sensitivity.
Uninstallation
Delete the "BetterSpeedControl" folder from the "Steam\steamapps\common\X Rebirth\extensions" folder.

and would it be possible to make it so that if you hold down shift it would fine tune engine while normal mouse scroll still tunes 20%?

I like this idea. The 20% is good for times when you need to do rapid speed changes. I've not downloaded this as I use a controller (no flaming please), but I have assigned the X & Z keys to the controllers D pad to I can fly at different speeds without 1/2 holding down the trigger button.
Does this mod affect those keys, so if I had the value at 10% I need to press D-Up 10 times to max out? If it does... then I will run over and download it!!!
If it's only the mouse wheel, is it possible to make one for the X & Z keys when you "tap" them?
