The marines in my latest playthrough are finally well-trained enough to board an Aran, so I hop in my Kyoto, fire up the UFJD until I find one, make it hostile with my Repair Laser, only to find that the Piracy command is not available to my Ocelot. Interestingly, my Hyperion did show a Piracy command - but the Hyperion can only carry 8 marines. I've capped an Aran before in a different playthrough, so I'm not sure what's different this time.

So, anything I could be forgetting? Has anything changed? Is any way to board an Aran with more than 8 marines?

Is the Fight Command Software Mk2 installed in your Ocelot?

Yes TPs work fine in that respect in X3AP. I think you only get the piracy command when you have a valid target that meets the necessary conditions for a boarding. I don't think an Aran (in its non-targetable mode) can be a valid target until it is made or designated hostile to you.

As long as you have marines on board (that are not all marked as not to be used) then you will have and be able to use the 'Launch all marines' command at all times the ship is in space. You are looking in the 2 extra ship command slots aren't you?

Yup, that's the problem. Must have been something I just defaulted to last time - never realized I needed it.
